Pool Manager HR FIN (m/f/x) – Brussels – MSF Belgium

CONTEXT

Within the HR Department of MSF Belgium (Operational Center Brussels – OCB), the Operational Hub has the goal to act as the entry door to the HR department for our Operations and the initial interlocutor for actors in our projects regarding HR support.  

As the Pool Manager (PM) HR FIN, you are part of the Pool manager’s unit of the Operational Hub and you contribute to the achievement of projects objectives, by ensuring that HR staffing is optimally calibrated and adapted to HR demand in our projects. In doing so, you contribute to the development of the human capital of the International Mobile Staff (IMS) HR FIN pools. You strategically analyze the available offer and the characteristics of the pool and compare regularly with known, unknown and emerging, HR needs in our projects.

Your manager is the Resource Manager of Field HR and you functionally report to the HR Officer Coordinator. 

MAIN RESPONSIBILITIES

  • Building the HR pyramid for the pool
    • Collect the operational needs through open vacancies (for short term) and the matrix (for longer term), assess the match with the existing pool and devise short- and longer-term solutions in terms of quantity and competencies in collaboration with the department concerned to best meet operational demand
    • Carry out a statistical analysis of the pool to ensure that it matches operational requirements in both short and longer term
    • Participate in the definition of the first mission target for recruitment and, accordingly manage the definition and development of the pool
    • Ensure the diffusion of the demand defined towards the different actors concerned (Recruitment & Development Advisors of Partner Sections, Learning and Development Unit) and collaborate with them in order to define adapted solutions
    • Upon request, facilitate the sensitisation activities related to the pool in collaboration with the recruitment unit
  • Matching:
    • Develop a good understanding of the requested profile for the vacancies by integrating information from the job profile, the job description, the mission context and specific requirements
    • Collect information (recruitment report if FM, evaluations, feedback from Development Advisor) on potential candidates to propose them for matching following the matching process
    • Optimize the matching by selecting the best profile for the specific vacancy from available candidates, as described in the matching process
    • Consider the global workforce to answer the operational needs: HQ staff, locally hired staff and international staff
    • Look for alternative solutions when identifying a position that will not be filled with pool members,  for example launching a recruitment on post, re-discuss the set up in the field, etc. 
    • Discuss candidates with technical referent when needed according to matching process
    • Communicate regularly with operations through HRO (HR Officer) in the cells and HRCo (HR Coordinator)
    • Brief and debrief international staff according to the policy
  • Working in close collaboration with Partner Sections (OCB and non OCB) to ensure the answer to the operational demand
    • Ensure optimal information exchange with the different DA (Development Advisor) to create efficient and professional mission proposals
    • Facilitate the validation of CV by technical referent for the different recruiters
    • In collaboration with the concerned DA, discuss potential identification and work towards retention through career plans that are balancing operations needs and the wishes of staff members
    • Identify international staff from the pool for fixed term assignments in the HQ, facilitate  staff mobility towards HQ posts and inform interested staff and/or DA of possible HQ positions
  • Participating actively to meetings and supporting : 
    • Participate in the selection committee for the training concerning the pool
    • Participate in CoPro / ARO and other platforms to keep an inside knowledge of the operations and its strategic orientations
    • Take part in the HR and related department platforms and meetings and contribute to discussions on its objectives and strategies
    • Be an HR representative within the department and participate in strategic meeting to understand the department priorities and strategies
    • Ensure systematic references taking with other Operational Centers
    • Update the HR database according to the different responsibilities/steps of the work
    • Carry out projects visits when needed and after validation of the Field HR resource manager to keep abreast of the situation in our projects and to assess how the member of the pool are settling into their missions and posts
    • Take part in the meetings organised with HROs but also proactively seek information from HROs and HRCo

REQUIREMENTS

Education & Experience

  • Higher education degree in Human/Social sciences (HR, Business, Management, others) 
  • MSF Field experience of at least 3 years
  • Experience in HR coordination positions with MSF
  • Experience in coordination position within MSF is a strong asset

Languages

  • Fluent in English with a very good command of any other MSF operational language (Arabic, French, Portuguese, Spanish) required 

CONDITIONS

  • Expected starting date: 7/08/2024
  • Location*: Brussels (Belgium)
    * Due to administrative constraints, given the duration of the contract, candidates must already have the permanent right as Belgian resident or EU national and/or a valid work permit to work in the mentioned location
  • Contract type: Fixed term contract – Full-time – Home working maximum 2 days per week
  • Contract duration: 12 month 
  • Salary according to MSF-OCB HQ grid
