HR Administration & International Deployment Support Officer (m/f/x) – Brussels - MSF Belgium  

CONTEXT 

Within MSF’s Brussels Operational Center (OCB), the HR Administration team is part of the “People Deployment” Hub, dedicated to staff management. The team’s objective is to ensure a high-quality onboarding experience and provide effective administrative support to MSF employees throughout their career path. 

As HR Administration & International Deployment Support Officer, you contribute to the development, promotion, and implementation of a fair working framework that is consistent with MSF’s values and tailored to the needs of OCB’s social mission. You act with integrity, in line with the organization’s expectations, by respecting confidentiality and commitments and by avoiding any form of bias. 

Under the supervision of the Head of Administration, you will join a team of 10 people organized into two units: one responsible for staff based at the Brussels headquarters and the other for staff assigned to projects abroad. You will be more specifically integrated into the headquarters HR administration team, which consists of 5 people. 

MAIN RESPONSIBILITIES 

All members of the Personnel Administration team are responsible for managing the full administrative lifecycle of employees under Belgian contracts who are based in Brussels or affiliated with the Brussels headquarters. This includes activities ranging from pre-employment preparation and onboarding to the drafting and follow-up of employment contracts and HR files, as well as ongoing administrative support, communication with employees and departmental assistants, and the management of status changes and contract terminations, in coordination with the relevant HR focal points 

Specific to the role 

As an HR Administration & International Deployment Support Officer, you work in a two-person team and support the HR Administration & International Deployment Officer in managing international staff profiles affiliated with MSF Belgium headquarters. MSF has implemented, at international level, a cross-administration policy that allows employment contracts to be hosted by another MSF section for short- or long-term assignments. 

This is a newly created position, introduced as part of MSF’s Strategic Ambitions, and aims to support the strengthening of recruitment efforts and the international mobility of staff. 

Management of Belgian contract requests from other sections 

  • Process requests from other MSF sections for Belgian employees working in Belgium 

  • Ensure follow-up of positions in terms of recharging/refacturation, queries from other sections, internal OCB policies, and coordination with Compensation & Benefits for grading according to the OCB salary scale, etc. 

  • Issue employment contracts and contract amendments and enter all relevant administrative data for employees (holiday certificates, transport, insurance, etc.) 

  • Ensure onboarding and administrative follow-up of employees from arrival to departure 

  • Escalate more specific queries and complex cases to the relevant thematic HR focal points 

Management of relocated staff 

  • Act as the main point of contact for employees relocated to Belgium (European nationalities), providing personalized briefings, guidance, and support 

  • In the longer term, responsible for monitoring work permit renewals 

  • Provide support to the HR Administration & International Deployment Officer 

Communication and documentation 

  • Manage a pool of employees and serve as their main point of contact 

  • Contribute to the continuous improvement of procedures and policies related to the role 

  • Update documentation and technical guidelines 

  • Participate in the compilation of audit-related documentation 

  • Contribute to the improvement of the HR database 

REQUIREMENTS  

Education & Experience 

  • Degree in Human Resources Management, Law, or Labour Sciences, ideally with an international component 

  • Minimum of 2 years’ experience in employment contract and insurance management, with proven expertise in Belgian social legislation 

  • Previous experience with MSF in a relevant field is essential

Languages 

  • Full professional proficiency in French and English, both written and spoken, is mandatory 

  • Good knowledge of Dutch is an asset 

CONDITIONS 

  • Expected start date: as soon as possible 

  • Location: Brussels* (Belgium) 

*Due to legal and administrative constraints, candidates must already have the permanent right to work as a Belgian or EU national, and/or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium   

  • Contract type: Fixed-term contract – part-time (80%) 

  • Contract duration: 9 months 

  • Salary: according to the MSF-OCB HQ salary scale 

  • Meal vouchers – Hospitalization insurance (DKV) – Group insurance – 100% reimbursement of public transport costs 

  • Remote work possible according to the current MSF policy
