Procurement Mobile Implementation Officer (m/f/x) – MSF Belgium
CONTEXT
The Supply Chain Department covers the entire supply chain management at international and local levels of the operations of MSF Belgium. As part of it the Procurement direction is responsible for the international procurement of its European Supply Center, MSF Supply, based in Brussels, but also for field local procurement and headquarters procurement, looking after a total of around 210 MEUR of procurement budget. Our aim is to improve the efficiency and risk management of OCB procurement by increasing the level of expertise and disseminating to the field good practices, through a comprehensive and cross-functional approach.
As Procurement Mobile Implementation Officer, you will strengthen MSF’s procurement capacity and provide hands-on support across countries of operations.
MAIN RESPONSIBILITIES
- Visit the projects upon request to support the local team with the development of procurement strategy, including:
- Spend analysis
- Needs analysis
- Market analysis & Strategy
- Supplier selection process
- Negotiation & supplier selection
- Contract management
- Supplier performance management

Adhere to the priorities predefined in the ToR (Terms of Reference) developed by the Procurement/Supply Chain Officer and-or Network Manager in the countries of Operations

Provide procurement trainings and mentorship for operational staff, based on the ToR request (Supply, procurement, Logistic, Finance, Technical Referents, etc.)

Ensure clear communication between Head Office and countries of operation; align expectations, ensure contextual understanding, formulate findings and recommendations during the assignment, and report to the Procurement/Supply Chain Officer and/or Network Manager

Coordinate with colleagues in countries of operations to ensure continuity and follow-up

Advise country teams on procurement processes and tools in line with MSF standards and protocols during the assignment
REQUIREMENTS
Education & Experience
- Education: Master’s degree in business administration or supply chain management
- Minimum 3 years of experience in Procurement, including data analysis, sourcing, complex negotiation, and contracting, or a position in a different domain entailing the same components
- Good knowledge of Supply chain processes and financial budgeting is mandatory
- Ability to work with Office and ERP, in particular, a good command of Excel is mandatory
- International experience in Procurement with MSF is mandatory, Procurement experience in similar international NGOs is an asset
- Experience in project management is an asset

* Due to legal administrative constraints, given the duration of the contract, candidates must already have a valid work permit with mention of "Unlimited access to the labor market" to work in Belgium
**Other location/s where there is an MSF entity could be discussed. The final outcome depends on the residency of the candidate, the local legal limitations (residency, work permit, etc.) and on agreement with the hosting MSF entity of these locations

Medical Insurance 100% covered as per international package - 45 days annual paid leaves
