Emergency Pool Mobile Project Medical Coordinator (m/f/x) - MSF Belgium 

CONTEXT  

Within the Operations Department of MSF Belgium (Operational Center Brussels - OCB), our Emergency Pool (E-Pool) has as primary function to intervene directly and quickly with medical activities in crisis situations such as conflicts, epidemics, outbreaks and natural disasters while guaranteeing the quality of interventions. It is also tasked with the monitoring and identification of crises that may arise.  

The E-Pool consists of one E-Pool Coordinator and a deputy, and two Emergency Coordinators based in Brussels. In addition to the Emergency Coordinators, the E-Pool unit is composed of technical referent officers in Supply, Logistics, HR and Finance.  

The E-Pool also includes a Mobile Emergency Team deployed in emergency operations and composed of different profiles of coordinators and technicians. Members of the E-Pool Mobile Team travel at short notice to any context where the E-Pool is leading interventions, operating in a roving capacity. They undertake successive several short-term assignments between 6 weeks to 3 months, though in exceptional cases, it may extend beyond 3 months. 

The Emergency Pool Mobile Project Medical Coordinator (ePMC) has the critical responsibility to assess, design and implement the medical response to meet the immediate health-related needs of populations in precarious situations. They may be also requested to provide specific support or training for the teams in the program.  

Priority will be given to assignments of ePMC positions, but other positions might be considered according to profile and/or need. According to the context of the E-Pool intervention the hierarchical line varies, yet there will always be a technical line direct to the Emergency desk in Brussels. 

MAIN RESPONSIBILITIES 

  • Define, implement and monitor medical activities during the emergency response according to MSF project plans, standards and protocols in collaboration with the Project Coordinator and the rest of the team, and provide reports on the project’s evolution from the medical perspective as required
  • Participate in high quality and timely exploratory visits and situation assessments (defining medical operational priorities when needed) and contribute to the development of the project policy, budget review and project proposal
  • Identify staffing needs for emergency interventions and ensure rapid and qualitative recruitment, induction and training of new medical and paramedical staff while coordinating, supervising, coaching, supporting and evaluating medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoH protocols
  • Provide technical support to medical and paramedical staff in the programme through selfknowledge and policies ensuring compliance with the protocols of MSF medical activities and inform medical staff of all materials available while keeping all medical documents updated in the database
  • Oversee the medical data collection, monitoring, analysis and reporting to the medical coordination team to enhance the effectiveness and quality of the medical activities as part of the emergency intervention
  • Supervise efficient management of the MSF pharmacy and medical equipment in collaboration with the logistics department and project biomedical service and in consideration of programme directions and protocol changes monitoring consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage
  • Implement the health policy for both mobile and countrybased staff providing all necessary prophylactic and preventive measures structures and emergency plans and managing any medical evacuation to ensure MSF staff health
  • Represent MSF at local medical authorities and maintain regular contact with other counterparts in the project (NGOs local organisations donors authorities) to broaden the medicalhumanitarian situation analysis strengthening the impact of the medical intervention and supporting advocacy actions to raise humanitarian awareness
  • Close emergency interventions including the handover of medical activities to other actors and ensure the proper archiving of medical files at the end of an intervention 

REQUIREMENTS 

Education and Experience 

  • A degree in medicine or other paramedical studies is essential 

  • Additional public health, specialization in tropical medicine or epidemiology experience is considered an important asset 

  • Minimum of 2 years of international experience in programmes with MSF or other INGOs 

  • Minimum of 1-year international MSF experience as Medical Activity Manager or Nursing Activity Manager is mandatory 

  • Demonstrated experience in emergency contexts 

  • Strong technical skills related to primary health care, maternal and child health, reproductive health, communicable diseases, vaccination, malnutrition, emergency preparedness and/or response are essential

  • Proficiency in English or French, both written & spoken is mandatory
  • Proficiency in the second of these languages is a strong asset
  • Good knowledge of Arabic, Spanish or Portuguese is an asset

  • Availability to travel to any country on short notice  

CONDITIONS 

  • Expected starting date: As soon as possible (specific starting date can be discussed) 

  • Location: Carried out in the countries of intervention (all contexts, including high-insecurity contexts) - based in the country of residence in between assignments 

  • Contract type: Fixed term contract – Full-time 

  • Contract duration: 12 months 

  • Salary as per MSF international salary grid
  • The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in respect of MSF standard function and salary grids
  • Medical insurance 100% covered as per international package; 45 paid leaves; Accomplishment bonus of 1.5-month salary upon completion of 12-month contract
  • Not a family position
