Transversal Supply Chain Officer

CONTEXT

A qualitative, lean, professionalised, and cost-effective supply chain is essential to enable MSF activities and ensure that critical resources are delivered efficiently and effectively to those in need, regardless of context or operational complexity. 

OCB Supply Chain and operations comprises several sites and segments, in the countries where we operate (including projects and capital), in regional hubs (for instance in Kenya and South Africa), in Europe with a global range (MSF Supply in Belgium). The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the relevant support for its development.

Supply Chain is a network of people, organizations, resources, processes, activities, and tools working together so that supply meets demand. Supply Chain relies on three interdependent flows to meet this objective: physical, the information, and the finance.

The technical domains to design and run a Supply Chain include procurement, warehousing, transport, customs, demand planning & inventory management, supply information systems, supply processes synchronization and user service management.

In 2023 the ExCom validated the Supply Chain Transformation strategy: an evolution of MSF Supply Chain to face emerging global Supply challenges and gain efficiency toward a 2031 horizon. This transformation rests on four pillars: Medical Sourcing, Distribution Footprint, Field Process Mutualization and Medical Demand & Stock Management. The Transversal Supply Chain Officer is contributing for this transformation, including complex negotiations with other Operational Centers to align their support strategies, primarily in the areas of Customs, Transport and Warehousing.

In 2025 a new Operational Directorate was created: MSF Ubuntu. The existing MSF-OCB supply chain will also cater for MSF Ubuntu to gain efficiency align with the Supply Chain Transformation spirit of mutualization and interoperability. The Transversal SCO will contribute to the design of the new architecture and the ambitions of having One Supply Chain for Two Operational Directorates.

Furthermore, in 2026, the Operational Directorates have synchronized their strategic cycles and OCB has defined its Strategic Ambitions for the period of 2026-31. As The Transversal Supply Chain Officer you will contribute to the designated Strategic Ambitions streams representing the Supply Chain.

As Transversal Supply Chain Officer (SCO), you will drive transversal supply chain initiatives across OCB and Ubuntu by combining strategic coordination with technical expertise. You will contribute to the definition, alignment, and implementation of global supply chain strategies through the Front Office, while serving as the focal point for importation, customs, transport, and warehousing within the Supply and Technical Information Systems team.

You will work in close collaboration with MSF Supply Centres, other Operational Directorates, and the International Office, ensuring a reliable, adaptable, and patient-centred supply chain that enables MSF’s humanitarian operations worldwide.

As a principle, the Transversal Supply Chain Officer position may be called to replace other Supply Chain Officers whenever necessary, and it is not tied to any specific context and countries. Therefore, it is expected that this position follows operations and is aware of the challenges in each region. 

MAIN RESPONSIBILITIES

• Design, lead and coordinate transversal supply chain projects and initiatives across OCB & Ubuntu to ensure operationally relevant, value-adding, and patient-centred solutions

• Represent and voice the needs of Supply Chain Officers and Country Programs supply staff in cross-departmental, inter-OC, and international platforms so that policies, systems, and tools are adapted to Programs realities

• Act as focal point for importation, customs, transport and warehousing by developing and maintaining the OCB knowledge base, defining processes, and ensuring compliance with international standards and regulations. Identify, assess and mitigate related supply chain risks

• Provide technical and operational support on customs and transport matters to country teams, and supply centers to resolve bottlenecks and ensure smooth flows of goods. Liaise with international office platform

• Provide technical and operational support on warehousing to country teams, liaising with construction experts, storage and distribution specialist and intersectional warehouse focal points

• Contribute to the design and validation of supply chain processes and tools (e.g., demand planning, stock management, ordering, reporting), representing operational needs, to ensure solutions are relevant and add value to users

• Promote evidence-based decision making by analysing supply chain data, identifying trends, and translating operational insights into practical recommendations. Support the implementation of performance management systems and promote data quality

• Contribute to the supply chain design of the architecture of MSF Ubuntu and OCB Supply Chain

• Represent Supply Chain in Strategic Ambitions working groups (Boost the emergency response, working with partners for importation, boost the use of data, Climate Environment and Health, become Risk Intelligent, Safeguarding, Security and Safety, Resilience, becoming Agile) and other stream where Supply Chain could have a relevant contribution)

• Act as substitute for Supply Chain Officers in Cells during absences by coordinating operational supply chain strategies and supervising the implementation of adapted solutions in the Country Programs

• Facilitate collaboration and knowledge-sharing with MSF Supply Centers, other Operational Directorates, and the International Office to harmonize practices, leverage synergies, and support innovation

• Support learning and change management by contributing to training, onboarding, and dissemination of supply chain knowledge, ensuring staff are equipped to manage complex supply contexts

REQUIREMENTS

Education & Experience

• Degree in Supply Chain Management, Logistics, International Trade, or related field is mandatory

• Minimum 3 years of international experience in supply chain management in MSF or another NGO, in operational humanitarian context is mandatory

• Proven experience with importation, customs, warehousing and international transport processes is mandatory

• Postgraduate qualification or professional certification (e.g. APICS, CIPS, IATA) is considered an asset

• Experience in procurement is an asset

• Experience in project Management, traditional and/or agile is an asset 

• Knowledge of Humanitarian supply chain challenges and risk management are mandatory

• Knowledge of MSF supply systems, policies, and organisational structure is an asset

• Familiarity with data analysis and reporting tools (e.g. Power BI, Excel advanced) is an asset
