CONTEXT
Within MSF, recruitment responsibilities are shared worldwide between different stakeholders and geographical locations such as HR Teams in missions and projects, Partner Sections and Operational centers (OC). Our common goal is to answer MSF human resources (HR) needs in changing environments.
MSF OCB is launching a global recruitment strategy to better meet staffing needs and align with operational priorities. The Recruitment Unit will act as a strategic partner by enhancing expertise and expanding support for international mobile staff, local staff, and the Belgian head office recruitment.
A new team structure will focus on talent attraction, marketing, and regional specialization. Recruiters will develop regional or departmental expertise for tailored support. Collaboration with other MSF entities ensures consistency across the movement.
Aligned with MSF’s Global Workforce goals, the strategy strengthens local HR markets and promotes safe, inclusive recruitment.
As Recruitment Mobile Implementation Officer (MIO), you will support recruitment across MSF projects. Working with project teams and the Brussels Recruitment Unit, you will assess processes, identify gaps, and co-develop context-specific strategies and tools. Your work ensures recruitment aligns with MSF’s principles, Duty of Care, and Safe Recruitment standards. You report to the Head of Recruitment and join a Brussels-based team of 6 Recruiters and 3 Marketing/Networking & Support Officers at MSF Belgium’s Operational Centre.
MAIN RESPONSIBILITIES
Assessment & Process Improvement / Strengthening Recruitment Practices in the countries of operations

Conduct project visits to assess recruitment practices, identify operational realities, and evaluate how candidates are reached and selected

Ensure recruitment activities are carried out in a timely, transparent, fair, cost-effective, and confidential manner across countries of operations

Analyze common challenges and needs in collaboration with HR Officers (HRO), Regional HR Support Officers, HR Coordinators (HRCo), and other stakeholders to define priorities for improvement
Development of Tools & Capacity Building

Design and deliver adaptable toolkits, guidelines, templates, and training materials to support field HR teams in all stages of the recruitment process (e.g. job descriptions, advertising, screening, interviewing, reference checks, feedback, and bias awareness)

Empower and build the capacity of HR personnel in the projects and in coordination to implement safe, inclusive, and effective recruitment practices in collaboration with the other Recruiters in the team

Collaboration & Knowledge sharing

Work closely with MSF counterparts, including the OCB Learning & Development (L&D) Hub, Learning Solutions, and other Operational Centers (OCs), to co-create guidance and training materials

Contribute to the review and update of the Global Recruitment Policy in collaboration with the HR department and the Recruitment Unit
Safeguarding & Ethical Recruitment

Develop and implement a coherent and efficient methodology to support and harmonize local recruitment processes — flexible and adaptable to project contexts — ensuring alignment with MSF’s principles, Duty of Care, and Safe Recruitment standards (as a pillar of Safeguarding)

Identify risks and propose practical improvements to ensure ethical, safe, and context-sensitive recruitment practices across projects in the countries of intervention
REQUIREMENTS
Education & Experience
-
Minimum 1 year of international experience with MSF or Other INGO in HR Positions across projects in countries of intervention is mandatory

Minimum 2 years of experience and expertise in recruitment activities, processes and/or strategies is mandatory

Master’s degree in human resources, social sciences or related area of study is a strong asset
-
Experience in training, coaching and facilitating is a strong asset

Languages

Proficient level in English & French, both spoken and written is mandatory

Good working knowledge of Arabic, Spanish, and/or Portuguese is an asset

Willingness and capacity to travel frequently to various contexts for periods ranging from a minimum of 3 weeks up to 2 months at a time, sometimes under challenging conditions
