ICT Project Manager

CONTEXT
Within MSF OCB (Operations Center Brussels), the ICT unit provides services to the Countries of operations teams (about 6000 users) in about 40 countries around the world and to +/- 500 users at the head office in Brussels.
In a rapidly evolving digital landscape, the ICT OCB unit is a field-centric and people-inspired team. Our vision is to give MSF the digital means to improve its humanitarian and medical impact. We aim to deliver and maintain a suitable, reliable, and secure digital ecosystem that meets MSF's operational and organizational needs. This ecosystem enables new, more efficient ways of working, enhances cross-functional collaboration between functional departments, and fosters exploration and innovation.
Integrated in a pool of Project Managers within the headquarters ICT Unit, reporting to the Head of Projects & Portfolio Management and in collaboration with the Project Portfolio Management Committee, as ICT Project Manager you are responsible for managing from A-to-Z projects as part of the ICT projects Portfolio including the collection of Customer requirements and the creation of Functional specifications in collaboration with domain experts. You work closely with different departments, helping ICT to improve our portfolio performance, partnering with our domain specialists to better understand their specific processes and needs. You will be part of the Project management train-the-trainer program and train ICT personnel on our in-house predictive or iterative Project Management methodologies and be an ICT Portfolio process advocate and change agent.
MAIN RESPONSIBILITIES

Drive autonomously the lifecycle of assigned projects from initiation to closing phases and deliver project outcomes to the domain champions

Be a role model in the usage of our predictive or Agile project management methods with a clear focus on the quality of PM deliverables such as project plans, various registers (risk, stakeholder, issue, Burndown chart, etc.), communication, Team meetings facilitation, etc.

Manage each project team using appropriate leadership (support, negotiation, conflict resolution, positioning, active listening, presentation, etc.)Collect project metrics and present accurate situation and options for each project in steering committee meetings or through periodic reporting to the Head of Project & portfolio Management
REQUIREMENTS
Education & Experience

Bachelor’s degree in computer science or related fields, or equivalent by demonstrated experience

Minimum 3 years’ experience as an ICT Project Manager preferably in SDLC projects

2 years’ experience of successfully managing cross-functional teams

ICT literacy on 365 MS Office suite (MS Project, PowerPoint, Excel, Word, Teams, SharePoint, …)

Previous experience as a Business Analyst involving SDLC or process improvement activities is an asset

PMP (PMI), Prince2 or SCRUM certification is an asset
-
MSF experience in project management is a strong asset

CONDITIONS

Expected starting date: As soon as possible

Location: Brussels* (Belgium) or Nairobi** (Kenya)
*Due to legal administrative constraints, given the duration of the contract, candidates must already have the permanent right as Belgian or EU national, and/or valid work permit with mention ‘Unlimited access to the labor market’ to work in Belgium
**The final outcome depends on the residency of the candidate, the local legal limitations (residency, work permit, etc.) and on agreement with the hosting MSF entity of these locations

Contract type: Fixed-term contract – Full-time

Contract duration: 12 months (with possible extension)

The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and administrative constraints (work permit, residency, etc.) and in respect of MSF function grids and salary policies
