Security Risk Management Mobile Implementation Officer

Security Risk Management Mobile Implementation Officer (m/f/x) – MSF Belgium

CONTEXT 

The Security Risk Management Unit (SRMU) is based within the Operations Department of MSF Belgium (OCB – Operational Centre Brussels).

Our unit aims to strengthen MSF OCB's skills and experience in security and crisis management, in particular, the adjustment of mindset, decision-making and tools in response to the volatility of a security context.

To this end, the team organizes numerous training courses and workshops, and is available to support teams in MSF projects and Brussels headquarter (HQ) in complex situations, as well as in the case of activation of MSF OCB's crisis management mechanism.

As Security Risk Management (SRM) Mobile Implementation Officer (MIO), you contribute to the security and safety support of MSF-OCB projects in terms of training, assessment, and advice.

You will join a team that consists of the MSF OCB Security Focal Point (SFP or also called SRMU Coordinator), who'll be your supervisor, a Deputy SFP and two other SRM MIOs.

MAIN RESPONSIBILITIES

Capacity Building and Training

  • Conduct SRM trainings at the headquarter and projects level; the target audience are logistics team, the Field Coordinators, and the Heads of Mission (HoMs)
  • Evaluate needs for new trainings
  • Contribute to the design and elaboration of the training’s offer in the risk management area of expertise

Security assessment, Risk Analysis & Risk reduction

  • Conduct SRM assessment and contribute to the Risk Analysis and Risk Reduction process for the benefit of the projects
  • Contribute to the design and elaboration of operational tools concerning SRM of the MSF-OCB projects
  • Contribute to the SRMU operational research projects

Security support to our projects 

  • Provide an operational support to our projects for the design and implementation of SRM procedures in MSF countries of intervention
  • Contribute to the promotion of an embedded SRM culture among MSF-OCB projects
  • Contribute to the SRM “Individualized support” with identified HoMs, Field Coordinators or Logistic Coordinators

Crisis Management Preparation

  • Contribute to the reinforcement to Field Incident Management Team (FIMT) capacity at projects level (trainings, E-learning modules)
  • Participate in the preparation of the Central Incident Management Team (CIMT)
  • Participate in collaboration with SFP at MSF Partner Section CIMT trainings and/or Regional OCB Hub 

Note: The SRM MIO is not supposed to intervene during a CIMT; this is SFP responsibility.

Administration and support 

  • Assist the SFP on request
  • Participate in daily administration of the MSF-OCB incident reporting system
  • Participate in research of MSF-OCB in the SRM area of interest

REQUIREMENTS

Education & Experience

  • Previous humanitarian experience with an IO/INGO mandatory
  • Minimum 5 years’ international experience with an IO/ INGO
  • Minimum 2 years in volatile context, preferably in operations position
  • Experience in security risk management with MSF or other IO/ INGO mandatory
  • Essential 2 years’ experience in a coordination position (Field Coordinator, Head of Mission, Emergency Coordinator) with MSF or other IO/ INGO
  • Experience in coaching and training of staff is an asset
  • Experience in crisis management is an asset

Competencies

  • Strong capacity to work under pressure

  • Knowledge of INGO security management mechanism 
  • Knowledge of MSF OCB security management approaches is a plus
  • Excellent written and oral communications skills
  • Ability to set priorities and organize work effectively
  • Ability to work independently
  • Ability to plan and organize in stressful environment
  • Strict adherence to confidentiality
  • Sense of humor is highly appreciated
  • Interest and motivation to work with MSF

Languages

  • Fluent in English (written and spoken)
  • French and Arabic are assets

Other 

  • An important availability is required to answer the request for support that can happen during working days, nights or weekends. In case of a Crisis Cell at OCB, the RMU is highly impacted requiring important flexibility. Willingness and capacity are expected to travel on short notice to any context, under sometimes under difficult conditions.  

CONDITIONS

  • Expected starting date: June 2024
  • Location: homebased, but mainly carried out in our projects 
  • Up to 70% of mobility in our projects (per year 3 to 4 visits of 2 to 3 weeks) and in Brussels HQ (per year 3 visits of 1 to 3 weeks)
  • Contract type: Fixed-term contract - Full time   
  • Length of contract: 12 months (extendable)
  • Salary according to MSF field salary grid
  • The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids; in agreement with the MSF contracting office in charge based on the residence of the candidate
  • Medical Insurance 100% covered as per international package; 45 paid leaves
