Electronic Medical Records Mobile Implementation Officer (m/f/x) – Brussels, Abidjan or Nairobi – MSF Belgium

CONTEXT 

Ariadne Unit (eHealth)

The Ariadne Unit, MSF OCB’s health information management unit, oversees the collection, processing, and use of medical data. As part of the OCB Medical Department in Brussels, it provides data management support to field programs and HQ, ensuring alignment with program objectives, operational needs, and MSF OCB’s strategic ambitions.

Health information management covers activities from data collection at the patient’s point of care to producing analyses that guide clinicians, epidemiologists, and operational managers. Reliable operational, medical, humanitarian, and strategic intelligence depends on accurate, relevant, and high‑quality project data.

EMR in OCB

MSF OCB deploys an Electronic Medical Record (EMR) solution to support patient care by ensuring medical information is accessible across clinical and support services over time. EMRs are particularly suited for complex or multidisciplinary patient flows and for managing long‑term chronic diseases such as NCDs, TB, and HIV.

Each project undergoes a needs assessment to determine the most appropriate EMR option. The unit aims to ensure consistent, high‑quality data across projects, balancing tailored short‑term operational support with standardized, system‑wide electronic tools

As EMR Mobile Implementation Officer (MIO), you lead the initial deployment of EMR solutions across MSF OCB projects. Your role will include assessing stakeholder needs in each project, working with configuration teams to analyze system functionalities and database structures, planning the rollout strategy, changing management processes, and user adoption activities within OCB projects.

MAIN RESPONSIBILITIES

Business analysis

  • Lead discussions with the various stakeholders to operationalize and manage the EMR implementation plan and prepare the system for configuration

  • Collaborate with clinical and non-clinical staff to analyze and document user needs and translate them into clearly defined, functional requirements, metadata, workflows and expected outcomes

  • Produce clear and comprehensive requirement documentation, ensuring that all stakeholder queries are addressed and that priorities and specifications are well understood

  • Plan, coordinate, and facilitate user testing, ensuring continuous incorporation of user feedback throughout the implementation process

  • Manage and track changes to requirements, ensuring that stakeholders work with up-to-date documentation and are appropriately involved in decision-making related to modifications

  • Ensure the deployed product meets all defined acceptance criteria and documented requirements

  • Ensure EMR implementation is in line with MSF’s data protection guidelines 

Project management

  • Develop and maintain a comprehensive implementation plan, adapting to contextual changes from project initiation to rollout, including software development, configuration, and deployment phases

  • Coordinate and facilitate all project activities related to infrastructure readiness, user training, testing, and user support

  • Lead system deployments and upgrades in collaboration with the IT devops team and EMR product owner

  • Establish and manage first-line user support within projects, including defining support strategies, processes and identification and support of appropriate personnel, ensuring effective linkage with second-line support

  • Serve as the in-country focal point for the EMR during deployment, managing stakeholder expectations and ensuring clear understanding, engagement, and support

Change management and training

  • Ensure correct and consistent use of the system within the defined workflows by all users, promoting overall adoption across the project(s)

  • Design, plan, and implement a tailored change management approach specific to each EMR implementation.

  • Communicate with end users to manage expectations, ensuring clear understanding of anticipated changes, non-changes, and the long-term impact on their roles

  • Develop appropriate training materials and deliver trainings for end users, ensuring full understanding of new processes and procedures

  • Onboard and provide ongoing support to the Project Implementation officer to progressively take over the MIO’s tasks and responsibilities once the implementation is fully operational

REQUIREMENTS

Education and experience 

  • Master’s or bachelor’s degree in information technology / health informatics, business administration or any other related area of study
  • Or Medical or paramedical degree with (ICT) project management experience and strong interest in digital health
  • At least two years’ experience in business analysis and/or project management, especially in eHealth or medical informatics
  • Prior experience in EMR implementations such as Bahmni or OpenMRS is a significant asset
  • Certificate in project management is an asset
  • Experience in an NGO or humanitarian organization is asset

Competencies 

  • Strong organizational skills and ability to work in culturally diverse environments.
  • Flexible, results-oriented and rigorous, with proven stakeholder management and communication skills
  • Strong humanitarian commitment and interest; motivation to work with MSF

Languages

  • Proficient level in English and French, both spoken & written, is mandatory

CONDITIONS

  • Expected starting date: May 2026
  • Location*: Brussels, Abidjan or Nairobi

*Other location/s where there is an MSF entity could be exceptionally discussed. The final outcome depends on the residency of the candidate, the local legal limitations (residency, work permit, etc.) and on agreement with the hosting MSF entity of these locations 

  • Contract Type: Fixed-term contract – Full-time  
  • Contract duration: 1 year (extendable)
  • Mobility: 70% in MSF projects
  • Salary according to MSF international salary grid
  • Medical Insurance 100% covered as per international package – 45 days of annual paid leave
  • The contractual terms and conditions will be established according to the place of work, legal constraints and in respect of MSF standard function and salary grids
