This vision, which is centred on the development of our staff in order to achieve our operational objectives, is supported by OCB’s Learning Vision: “to contribute to the free flow of human resources within MSF by giving all staff equitable and inclusive access to relevant, innovative, timely and streamlined learning opportunities aligned to strategic operational priorities within OCB.” Both these visions underline the importance of development opportunities for all staff, in order to increase the quality of operations.

In OCB, the focus on & interest in HR Development (HRD) has been steadily growing. The position of mission HR Development / Personnel Development Manager was created in 2013, and today, we have this position in almost half of our missions and it is growing. This position is occupied by national or international staff, making it a very diverse pool, composed of different backgrounds and previous experiences. In addition, OCB is in the process of formulating an operational strategy for 2020-2023, to which HRD functions will need to align & support.

In order to secure that these initiatives provide an adequate, continuing and sustainable support to our missions’ specific HR development needs for 2019 and for the future, and to support the vision of further autonomy in our projects and missions, the People Development Hub has defined a MIO/ flying position to work on HR Development in the field. The HR Development MIO will be part of an HRD team which includes the HR Development Referent, a Management Development MIO and other key actors in the Learning Solutions Circle team. The team supports missions and projects with their HR Development needs and initiatives. The HR Development MIO supports field HR profiles, primarily HR Coordinators & HR Development Managers.

JOB PROFILE

The main areas of responsibility of the HR Development MIO are to:

  • Support design & implementation of HRD strategy in line with mission needs
  • Contribute as HRD Team member, in collaboration with HR Ops & Development Advisors, to the development of HRD Pool & Professional Path
  • Support initiatives to analyse development needs and assess the evolution of people development in the field
  • Secure coherence within the Learning Solutions (LS) team & with the Development team as well as other HRD initiatives in OCB
  1. Contribute to the design of a structure for the support of HR development in the field in close collaboration with all key stakeholders and implementation in the field
    1. Deliver technical learning solutions & support for HRD profiles in the field
    2. Secure connection, coherence and involvement of actors and initiatives in OCB, primarily with the Deployment and People Development strategies
  1. Co-create and test tools to support HR development in the field
    1. Support the use of assessment and needs analysis tools relevant to particular contexts and missions, as part of context analysis and in link with the annual process of ARO
    2. Co-create and support the implementation of new tools, policies and processes in any of the Employee Development cycle phases (Recruitment, Induction, Learning, Performance & Feedback, Mobility) alongside relevant stakeholders at HQ (referents, LS team, HROPs, amongst others) and field level (HR and non-HR stakeholders)
    3. Ad hoc support to HRD activities upon missions' needs & requests
    4. Contribute to the Dev Community of Practice and knowledge sharing with HRD functions & roles, such as HR Dev. Managers, HRCos, & Development Advisors
  1. Together with key actors in the Learning Solutions team (including direct Dev team), co-create and organise HR development initiatives centrally (ie. HR Dev Week) and in the field in close collaboration with stakeholders
    1. Using the available resources and initiatives, support the planning and execution of e.g. workshops and other learning opportunities
    2. Support and help put in place follow-up mechanisms to ensure continuity and sustainability of all initiatives
  1. Co-design and facilitate relevant HR development learning initiatives in the field
    1. Run relevant workshops, Training of Trainers (ToT), and other learning opportunities
    2. Working in close collaboration with mission &/or flex pool facilitators

CANDIDATE PROFILE

  • Preference for a university degree in HR and/or Learning and Development
  • Minimum 1 year experience in MSF Field and at least 6 months in an HRD role
  • Minimum 3 years of professional experience in HR development in an international and complex context
  • Strong strategic and analytical skills; experience in developing strategies; project management skills; proven capacity for analysis and synthesis; strong collaboration and coaching skills
  • Strong interpersonal and cross-cultural communication skills
  • Team player and cross functional attitude
  • Very good aptitude for listening and dialogue
  • Fluent both in French and in English
  • Available for regular travel (> 50%)

CONDITIONS

  • 1 year “MIO contract” - full-time
  • Position based in Brussels but mainly carried out (up to 70% of the time) in the field
  • Field position: salary according to MSF-OCB Field salary scale
  • Starting position as soon as possible
