Health Management Information Systems (HMIS) Program Manager (m/f/x)- Brussels - MSF Belgium


Health information management encompasses a series of activities and responsibilities which starts from data collection in front of the patient, encoding into databases, to the production of analyses used by clinicians, epidemiologists, and operational managers, to guide clinical activities and humanitarian operations. Strategic operational, medical, and humanitarian intelligence is derived from relevant, clean, and quality data. 

Within the medical department of MSF Operational Center Brussels (OCB), the e-Health unit, internally called Ariadne unit, is responsible for designing, deploying, and maintaining electronic health tools, including Health Management Information Systems (HMIS) and Electronic Medical Records (EMR). The unit supports our operations at both field and HQ levels in the collection, processing, and utilization of medical data, in line with the objectives of the field projects and OCB’s overall ambitions. 

Within the Ariadne Unit, the Monitoring and Surveillance Tools (MAST) Program consists of a multi-disciplinary team that develops data methods and software applications to facilitate routine activity monitoring and epidemiological surveillance within OCB. In MSF, the District Health Information Software (DHIS2) is the standard HMIS of choice. 

As the Program Manager, you will be the leader and central point of contact for the MAST team. Under the direct supervision of the Medical Data Coordinator (Ariadne’s coordinator) and in close collaboration with the ICT team, you will ensure that the program activities align with Ariadne’s goals and OCB’s overall vision in routine monitoring and surveillance. You will work with all relevant stakeholders involved in monitoring and surveillance in the projects and at HQ. 


You will be charged with the following responsibilities: 

MAST Program Management 

  • Collaborate with Ariadne’s Coordinator to develop strategies that enhance routine monitoring and surveillance to support decision making 
  • Ensure that the program’s plans are well articulated, align with Ariadne’s priorities, and address the health information management needs of the Operation and Medical departments  
  • Implement systemic solutions for routine monitoring of medical activities in OCB, rather than contextual solutions 
  • Define clear milestones and establish timelines to ensure successful and timely completion of projects undertaken by the MAST team 
  • Follow defined protocols and standard processes, implementing quality assurance measures to guarantee integrity of MAST and data captured therein 
  • Assist in the prioritization of new requests or changes and monitor their progress, escalating major issues to the Ariadne coordinator 
  • Guarantee that the applications deployed by the MAST program meet data security and privacy requirements 
  • Promote a culture of risk awareness and proactive risk management by identifying potential risks and develop mitigation measures 
  • Encourage continuous improvement, innovation, and adaptations to MAST ensuring they address OCB’s evolving project needs 
  • Collaborate with ICT team to ensure that proposed digital solutions align with existing OCB’s IT infrastructure and systems
  • Engage and maintain effective partnerships with all stakeholders in the operations and medical departments, managing their expectations 
  • Maintain the portfolio of available data management solutions and ensure they are availed to users in the field and HQ 

Team Management 

  • Work with the team to define or review goals for the MAST program, aligning them with the OCB’s requirements for routine monitoring
  • Ensure tasks and projects are equitably assigned to team members based on their skills and workload
  • Provide support and regular feedback to the team members to support their professional development
  • Foster collaboration between team members and encourage knowledge sharing 
  • Jointly with the Ariadne’s coordinator clarify and communicate expectations and individual roles in the team

Resource Management 

  • Anticipate resource needs for each activity and, together with Ariadne’s Coordinator propose an annual budget for the MAST program 
  • Ensure that MAST projects are well resourced and address any HR bottle necks that may arise 

 Capacity Building 

  • Define and organize capacity building sessions with the Learning and Development unit (LnD), for our projects and HQ staff to ensure adequate skills in monitoring and surveillance tools at all levels. 

Education and Experience 

  • Medical / paramedical profile or Information technology background with strong project management experience. 
  • A master’s in public health or Epidemiology is an asset
  • Minimum 5 years of professional experience, including at least 2 years in health informatics or related role, with demonstrated leadership and program management experience
  • Operational experience in humanitarian interventions is a must with an understanding and knowledge of medical issues and challenges in the humanitarian contexts
  • MSF FieldCo, PMR or MAM experience is a strong asset
  • Strong organizational and problem-solving skills
  • Ability to communicate clearly on technical subjects with non-technical audience
  • Ability to work supportively within and across teams and build good working relationships


  • Fluency in English is mandatory 
  • French is a strong asset  


  • Willingness and availability to travel and work in culturally diverse contexts, sometimes under difficult conditions 


  • Expected starting date: October 2024

  • Contract type: Open-ended contract – Full-time  
  • Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
