Field Human Resources Head of Career management and Recruitment (m/f)

Reports to: Field Human Resources and Medical Support Director (HRF&MS Director)
Direct Reports: 6 Career managers and Recruiters.
Contract type: Full-time, Fixed Term contract until January 2020, with possibility of extension. Level Quadro.
Gross Annual Salary Range: between 37.828 and 45.220 euro, depending on the experience.

Purpose of the Job
The Head of Career Management and Recruitment coordinates the team of Career Managers and Recruiters, and manages the main operations linked activities of the Field HR Department, which aims to recruit, select, match, and retain qualified and well-suited field staff to meet the growing needs of MSF field operations.
The position ensures quality and consistency in departmental practices and decisions, oversees the implementation of relevant initiatives and provides the first line of response in the case of escalated issues coming from Field Workers.
The Head of Career Management and Recruitment will work closely with the FHR & MS Director on strategy and will be required to work with other departments in MSF IT to ensure ongoing projects are properly implemented.

Essential Functions and Responsibilities
Career Managers and Recruiters Management and Coordination
Appoints, leads, evaluates, and manages Career managers and Recruiters.
Approves leaves, determines work priorities of the unit, tasks and work organization in the unit (including absence cover arrangements).
S/he can represent the unit in the department and ensure optimal flow of communication between the unit, the rest of the HRF&MS Department and the rest of MSF IT departments.
Resolves team problems requiring senior management intervention.
She/he can replace the HRF&MS Director if and when needed.
Oversees primary HR Field department functions of recruitment and placement of MSF IT Field Workers, ensuring consistency of practices while sustaining quality and quantity of placements in order to continue strong support for MSF operations of all OCs.
Oversees the process and policies used by recruiters to screen, interview, reference check and select all types of medical, paramedical and non-medical job candidates for acceptance into our field worker pool, and coordinates with FAU for legal compliance of all stages of HR process.
Oversees process of the referral of candidates for placement in appropriate field positions according to their skills, experience and availability. Supervises the collaborative efforts of Career Managers with OCs, to appropriately place candidates on the field.
Ensures quality of Field Worker support processes, including briefing and preparation for assignments, in field support and debriefing/ post-mission support, as well as career management guidance.
Organizes and leads agenda for regular unit meetings to coordinate activities and exchange information.
In collaboration with HRF&MS Director, monitors the implementation of relevant aspects of Annual Plan including the transversal projects involving career managers and recruiters. Prepares and manages relevant parts of the unit budget planning and control and reports regularly to the HRF&MS Director.
Monitors and reports on the quantity and quality of field placements with each OC and the effectiveness of the partnerships in meeting field needs.
When matters that are of particular concern under Italian Labor Law arise, such as harassment, s/he works closely with HRF&MS Director, Career Managers, legal counsel (if needed) and OC partners to ensure all appropriate steps are taken to promptly investigate and remediate the problems. Ensures that all steps taken are documented thoroughly, promptly shared with the HRF&MS Director, and that aid workers are aware of steps taken.

Relations with Operational Centers and other MSF IT Departments
Works closely with other MSF IT Departments to ensure HRF support for relevant projects and initiatives, and vice versa.
Ensures that Career Managers are working closely with HR partners in OCs to identify personnel needs, job specifications, job duties, qualifications, and skills; to effectively and efficiently place Italian field workers to adapted field positions; to learn about job performance of returning volunteers; to assess effectiveness of placement decisions and to plan for future missions.

Data analysis & strategy
Analyzes, together with the HRF&MS Director, trends at each Operational Center in placement, turnover, retention and grievances to determine support or action needed to adjust unfavorable trends.
Analyzes and guarantees good quality of internal data collection, aimed at the definition of recruitment strategy.
Assists Career Managers and OC’s with the resolution of employee relations problems for Italian field staff, as needed.

Extent of Public Contact
She/he could represent the MSF movement and the experience of working in the field, to volunteer candidates via presentations in large and small fora, training seminars and job interviews.

Qualifications and Requirements
Minimum 5 years MSF field experience, in a senior coordination position.
Commitment to the humanitarian principles of MSF.
Demonstrated leadership skills strategic thinking.
Excellent interpersonal skills and prior experience resolving employee relations issues.
Demonstrated people management skills.
Excellent communication skills in English and French (written and oral).
Ability to effectively adapt communication depending on the audience.

Outstanding proven time and priority management and organizational skills.
Availability to travel abroad, as needed.
