MEDECINS SANS FRONTIERES is a non-governmental humanitarian aid organisation. We presently work in more than 60 countries, where our volunteers provide assistance to populations in distress and victims of conflict, irrespective of origin, religion, creed or political affiliation. To support this work, the Supply Chain Department of the MSF Operational Centre Brussels is looking for a: Warehouse Referent (m/f)

CONTEXT

Driven by MSF’s goals, the OCB Supply chain’s mission is to enable humanitarian action and provide reliable supply chain solutions. It comprises several sites, in each mission on the field (projects and capital), with MSF Supply - its European Supply Center, and the Kenya Supply Unit - its regional hub. The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the relevant support for its development.

The purpose of the Warehouse Referent position is to increase the field expertise in warehousing to respond to the operational needs.

Under the supervision of the Back office (BO), the warehouse referent should:
1. By keeping framework updated, support the Supply Coordinators and Supply field to ensure that the sustainable and coherent supply chain solutions are in place for each context.
2. With the support of the learning officer, build up the learning path for his/her technical domains.
3. Provide appropriate and contextualized support to respond to operational needs (proactive and reactive).

Position in the supply chain department:
- Works in close collaboration with the supply chain officers to ensure operational needs are well identified.
- Collaborates with the other technical referents of the supply chain department in order to align technical domains projects.
- Works in close collaboration with the Field Good Distribution Practice (GDP) & Cold Chain Referent in order to ensure the respect of the minimum GDP requirements within the pharmaceutical supply chain (concerning crucial aspects such as: premises and equipment, documentation, transportation and contracted operations).

Although professionalization of warehousing is the aim, the Warehouse Manager should be able to provide polyvalent support in order to match better with the constrains of the field.

JOB PROFILE

TECHNICAL REFERENT

  • Develop, test and validate tools in coherence with existing ones and in collaboration with the IT/IS referent.
  • Promote best practices to all people involved and help and support their implementation if needed.
  • Monitor implementation of best practices and their fitting to context realities. Provide corrections if needed.
  • Write, communicate and promote technical information for warehousing (reference documents) in collaboration with the learning and information officer.
  • Develop and facilitate trainings and briefings in coherence with other technical domains and pedagogical path in collaboration with the learning officer.
  • Participate in definition and support the implementation of the warehousing strategies elaborated by the mission and Supply Coordinators.
  • Keep him/herself trained and updated on technical evolution and best practices for each technical domain.
  • Promote, facilitate and capitalize innovation through the network.

SUPPORT TO THE SITES (excluded European Supply Centre)

  • 2nd line support to bring solutions adapted to the context and notably to capitalise on them.
  • Lead operational project upon request from operations with a multidisciplinary approach.
  • Ensure coherence amongst all technical domains throughout the Supply chain while privileging a polyvalent approach.
  • When required, anticipate and clarify, with the concerned stakeholders, importation constraints of specific countries and help identify solutions.

TRANSVERSAL TOPIC

  • As member of the Back Office, s/he will participate to the translation of the departmental strategy into objectives and actions plan.

CANDIDATE PROFILE

  • 2 years MSF field experience in diverse contexts with supply/log position required (experience as Coordinator an asset)
  • Warehousing background.
  • Proactive, strategic and therefore longer-term approach.
  • Demonstrates analytical skills, critical sense and is able to take decisions.
  • Pedagogical skills
  • Ability to work within a cross-functional team but also autonomously.
  • Fluent in English and French.

CONDITIONS

  • 1-year contract – full time - based in Brussels;
  • Hospital insurance (DKV) - pension plan - canteen - 100% reimbursement for public transport costs;
  • Starting date: December 10th, 2019
