Finance Coordinator (m/f/x) – Dominican Republic – MSF Belgium

CONTEXT 

MSF Belgium is starting its activities in Dominican Republic this year. The coordination is based in Santo Domingo.

As Finance Coordinator, you are part of the Country Management Team (CMT) and collaborate closely with the finance team in different operational cells (OCB headquarters or regional cells) and with the project teams in the country where they are based. 

MAIN RESPONSIBILITIES

As Financial Coordinator (FinCo) in Dominican Republic you:

  • Contribute to defining and monitoring the overall operational strategy

  • Define the financial strategy with the Country Coordinator, assess the risks and ways to mitigate them, set up an appropriate organization and implement a reliable internal control system to meet all financial obligations while ensuring that financial ethics are consistently respected within the programme (OCB internal control is the responsibility of all MSF staff and is managed in an online software called WECHECK)

  • Ensure the implementation and compliance with MSF policies and guidelines, ensure their compliance with local requirements and the country’s legal framework, design or adapt relevant local policies and procedures and tools to optimize the management of the financial resources

  • Coordinate and efficiently ensure treasury management, including all accounting (supervision by the Chief Accountant), to ensure the smooth running of operations at all times and to control security risks as best as possible. This includes, among other things, defining minimum cash levels required, anticipating expected cash outflows, managing local bank accounts and fund transfers, managing contacts with banks and/or other financial institutions, and monitoring payment of suppliers and staff salaries

  • Provide regular and relevant cost indicators and analyses to monitor the financial health of the activities, track expenditures against budget, analyze variances and suggest corrective measures where necessary

  • Are responsible for the management, supervision and development of the finance team, which includes leading, training, motivating and ensuring its capacity, as well as identifying and addressing potential conflicts

  • Are a contact person for the authorities, local partners, and MSF projects for the financial aspect of the programme

More specifically in Dominican Republic, you will:

  • Together with CMT, participate in the definition of the programme objectives and strategies, planning, implement, and monitor the financial operational and budgetary needs, anticipating changes and challenges to ensure budgets remain relevant and appropriate

  • Define and analyze the budget to ensure that funds are used according to the funding contracts, proposing corrective actions if needed

  • Implement and supervise financial transaction procedures and systems, to ensure transparent and traceable accounting practices

  • Implement circuits and workflows, such as management of cash boxes, transfers, advances, purchasing procedures, payment approvals, follow-up of payments and bank reconciliations

  • Ensure the timely execution and control of monthly/ yearly accountancy closure, financial reports, audits and all service contracts for the project site

  • Create awareness about anti-corruption policies, making sure the processes are followed in the coordination and in the project(s)

  • Recruit and train the finance team, specifically an Accounting Manager (ACMA)

These challenges will not be faced alone; other MSF team members and referents will provide technical support, including comprehensive guidelines and protocols.

REQUIREMENTS

Education and experience 

  • Degree in finance, business, accounting, economics or similar
  • At minimum 1 year of international MSF experience as Finance Coordinator
  • Experience in supervising/managing, training and coaching
  • Experience working in developing countries
  • Experience in supervising financial administration (e.g. bookkeeping, tax administration) and perform monitoring and control of standard accounting procedures 

Competencies 

  • Computer literacy (Microsoft 365 tools) 

Languages

  • Proficiency in English and Spanish, both written & spoken is mandatory
  • Proficiency in French is an asset

CONDITIONS

  • Expected starting date: 1st July 2026

  • Location: based in Santo Domingo (Dominican Republic)

  • Mobility: at least 30% travel for project visits

  • Contract type: Fixed term contract – Full-time

  • Contract duration: 12 months

  • Salary as per MSF international salary grid
  • The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in respect of MSF standard function and salary grids
  • No family / couple position
