Executive Project Management Officer (m/f/x) Brussels – MSF Belgium 

CONTEXT  

The MSF Operational Center of Brussels (OCB) employs over 10,350 staff, with over 90% working in countries of operations across 37 countries. Of the 500 staff performing headquarters functions, 110 are part of the HR department. This HR department staff is primarily based in Brussels, Kinshasa, and Abidjan. 

The Human Resources department is divided into 4 complementary hubs: the Operational HR Hub (recruitment and staffing issue in our countries of operations), the People Development Hub (staff development, Learning and Development (L&D) solutions, deployment and innovation), the People Deployment Hub (administration, international mobility, staff health and rewards) and the HR Information System Hub (IT systems development and data analysis). The HQ HR management is under the supervision of the Deputy HR Director.  
As the Executive Project Management Officer you play a key role in the Human Resources Department and are part of the Operational Center Brussels - HR Executive Direction. You oversee the coordination, implementation, and monitoring of strategic plans, road maps, and transversal files. You will be crucial in coordinating and supporting the implementation of our organization’s 6-year strategic ambitions (2026-2031) and global workforce road maps. 

Your focus will also include the “Diversity & Anti-Racism and Gender” dossier, the “Climate, Environment, and Health Road Map” for HR, and “Safeguarding HR Road Map”. Additionally, you will collaborate with all Information Knowledge focal points within the units, the department, and OCB to enhance the roll-out of the HR IKM strategy and support OCB's ambitions on these topics. 

You will report directly to the OCB HR Director and work closely with the OCB HR Management Team, HR Units, subject matter experts, and other departments to ensure that all transversal files are accurate, up-to-date, accessible, and aligned with both operational and strategic priorities. 

MAIN RESPONSIBILITIES 

  • Strategic Coordination & Roadmap Alignment: 
    • Lead the coordination and integration of transversal file management into the broader 6-year strategic workforce roadmap for OCB HR Department 
    • Ensure transversal file management practices contribute to the achievement of key strategic objectives, including workforce diversity, anti-racism initiatives, safeguarding and environmental health efforts 
    • Review and lead IKM (Information Knowledge Management) across HR department having a strategic outlook on where to focus 

       

  • Project Coordination & Management: 
    • Oversee the development and implementation of standardized procedures for managing transversal files across HR Units, ensuring they are consistent with MSF and OCB HR strategic priorities 
    • Develop monitoring systems and coordinate to ensure reporting on progress and KPIs across Units in a quarterly manner and at key-strategic moments, ensuring alignment with both short-term HR operational needs and long-term strategic goals 
    • Provide ongoing support to HR staff across various regions, ensuring they understand how transversal files contribute to the achievement of the global workforce strategy and strategic ambitions 
    • Monitor and report on the progress of transversal file management projects, ensuring alignment with both short-term HR operational needs and long-term strategic goals 

       

  • Integration with DARA, Diversity (including Gender), Safeguarding, Environmental Health Initiatives: 
    • Work closely with the D&I and Environmental Health focal points to ensure transversal HR files reflect the integration of DEI and environmental health into the organization's long-term strategic roadmap 
    • Coordinate the inclusion of DEI-related data (e.g., gender, race, inclusion training) and environmental health initiatives within the global workforce management strategies 
    • Track diversity and inclusion metrics and ensure they are reflected in the global workforce planning and reporting through transversal HR file management 
    • Provide ongoing support to HR staff across various regions, ensuring they understand how transversal files contribute to the achievement of the global workforce strategy and strategic ambitions 

       

  • Reporting & Strategic Documentation: 
    • Prepare detailed reports on the status of transversal file management, particularly in relation to the alignment with the strategic roadmap for the global workforce 
    • Prepare and follow-up strategic dashboard with key performance indicators 
    • Provide strategic insights on the integration of DEI, anti-racism, and environmental health initiatives within the broader workforce management strategy

       

  • HR Information & Knowledge Management: 
    • Act as project manager to implement the HR IKM initiatives coordinating with the IKM focal points within the HR department 
    • Manage autonomously and in collaboration with key stakeholders, specific IKM projects as defined in the HR strategic objectives 
    • Analyze needs and requirements, plan, execute and monitor projects respecting the HR Project management process 
    • Review and develop OCB HR policies and guidelines on information, records and knowledge management 
    • Ensure close collaboration with Operations IKM for implementing policies and guidelines related to information, records, retention and disposition management at field level for the digital desk and lead the strategy for implementing policies and guidelines related to information, records, retention and disposition management at HQ-level and at field level and with the OCB Partner Sections 

       

  • Collaboration & Communication: 
    • Collaborate with senior HR leadership and other departments to ensure transversal HR files and related processes are aligned with the organization’s strategic objectives and global workforce roadmap 
    • Foster transparent internal communication across HR teams and other departments, ensuring that transversal file management contributes to the successful execution of the strategic plan.  

REQUIREMENTS 

Education & Experience 

  • Master’s degree in management, Human Resources, Business Administration, humanitarian management, or equivalent through minimum 3 years of working experience 
  • Minimum 3 years of Experience in project management and in change management in an international NGO, preferably with MSF 
  • Minimum 3 years of experience in coordinating long-term initiatives and projects with verifiable outcomes

  • High attention to detail, particularly in managing and reporting on a quarterly basis  

  • Exceptional communication skills and the ability to engage effectively with diverse global teams 
  • Strong humanitarian interest and motivation, and more particularly for MSF 

Languages 

  • Excellent written and oral English skills 
  • Proficiency in French and other MSF operational languages is a strong asset 

CONDITIONS

  • Contract type: Open-ended contract – Full-time – 50% homeworking possible per week 
  • Salary according to MSF-OCB HQ grid
