MSF Operational Centre Brussels is looking for a: 

Emergency Mobile Human Resources Coordinator (m/f/x) - MSF Belgium 

CONTEXT 

The general scope of this position is to successively carry out short-term assignment as HR coordinator (HR co) in missions led by the Emergency Pool in Brussels.  

The priority will be given to HRCo positions, but other HR positions could also be covered. As E-Mobile HR Co you will be rapidly deployed in the field for missions up to three months. 80% or more of the year would be based in the field and the rest from home to work on some vertical HR files (or eventually during HQ visits). You will work in various contexts and cultures, from one mission to another, and will need to show great adaptability and flexibility.  

As E-Mobile HRCo, you are under the technical responsibility of the HR Officer (HRO) of the Emergency Pool which defines the priority of the assignments. Depending on the assignment, you will be placed - during the period of assignment - under the responsibility of the corresponding line manager and technical referent – Head of Mission and HRO for HR Coordinator positions, Project Coordinator and HR Coordinator for project positions.  

RESPONSIBILITIES 

As Emergency Mobile HRCo, your main responsibilities are to: 

  • Cover Emergency HR Coordinator positions (exceptionally Emergency Project HR Manager)  

  • Ensure support to emergency missions needing it in terms of coaching, support on specific files, etc.  

  • Open and close Emergency mission  

  • Evaluate the quality of an emergency mission’s HR and administrative and legal management by using the HR fundamentals tool 

REQUIREMENTS 

Education & Experience  

  • Degree in HR management or administration is an asset  

  • At least 6 months of experience as an HR Coordinator with MSF  

  • At least 2 years of experience in the field with MSF or another humanitarian organization  

Competencies 

  • Ability to provide strategic inputs in the Ops Coordination team 

  • Good comprehension of mission legal framework in HR staffing and team management  

  • Autonomous in administrative management, design of HR strategy, recruitment, and use of MSF HR and IT tools  

  • Planning and organization  

  • People management  

  • Leadership  

  • Stress and high workload resistance 

Languages 

  • Oral and Written fluency in English  

  • Fluency in French is a strong asset 

  • Knowledge of Spanish, Portuguese, Arabic &/or Russian is an asset  

CONDITIONS 

  • Expected starting date: November 2023 

  • Location: Mainly carried out in the field (all contexts) - more than 80% in the field; based in the country of residence while not in the field 

  • Contract type: Fixed term contract - Full time   

  • Length of contract: 12 months  

  • Salary as per MSF Field salary grid  

  • The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids 

  • Medical Insurance 100% covered as per international package - 45 paid leaves - Accomplishment bonus of 1.5 month salary upon completion of 12-months contract  

  • Transport and accommodation when in the field taken in charge by MSF  

  • No family position
