IDENTIFICATION

Department: Logistics

Reports to: Logistics Front Office Coordinator

Direct supervisor: Operations Cell’s Coordinator

MISSION & NATURE

This person will be attached to an operational cell. He/She will be responsible for the logistical follow-up of these contexts, he /she will be under the co-ordination integrated into a multi-disciplinary work cell consisting of a director for the operational contexts, a medical director, an HRO (Human Resources Officer) and a treasurer.

She / he ensures the quality and the relevance of the projects through an analysis based on the contextual realities of each cell’s countries.

She / he brings a point of view / an analysis complementary to the other cells' members (Medical, Financier , Operational coordinator ,Administrator) on other operational topics and on problems addressed in the scope of the HQ functioning and organisation.

MAIN ACTIVITIES

1.Definition & follow-up of the programmes

Definition phase:

Analyses the proposals coming from the field, appreciates their coherence, approves / disapproves all their aspects in collaboration with the other members' cells, suggests modifications to the programme’s proposals and assesses the adequacy between the determined objectives and the available means or those required by the field (material & human means).

As support to the operations, she / he ensures the adequacy between the log field structure / means and the needs of the field.

Follow-up phase:

She / he continuously assesses the situation and takes the decisions in accordance to the cell way of proceeding in order to ensure the fulfilment of the operational objectives.

In this framework, she / he is also in charge of making sure that the rules related to the donors and set by the financial responsibility are respected.

2. Technical support

  • She / he ensures that the necessary means are available and that the tools needed for the successful operation of the mission are used in the mission.
  • She / he ensures the adequacy between the MSF supply structures and all the current and future MSF needs in this field.

3. Human Resources

  • She / he ensures the adequacy between the necessary needs in Log HR and the profiles sent to the field.
  • She / he ensures the HR Log flourishes and evolves.

4. Logistical development

  • She / he ensures the development of the logistical tools in support to the field.
PROFILE
  • A minimum of three years field experience with MSF as a logistician, of which two as a CoTL. Experience in the HQ is an asset.
  • Interest in human relations
  • Ability to work in a team.
  • Autonomous
  • Bilingual French / English.
  • Ability to adapt to different projects and to simultaneously manage them.
  • Stress resistant.
