Flying logistician (m/f)

I. IDENTIFICATION

Department: Operations

Reports to: Log cell and cell 4 in general

Based in: Dubai (EAU Office) or Jette (HQ Bruxelles)

Direct supervisor: Log Cell 4 (at HQ), CoTL (when on the field)

II. MISSION & NATURE

The Flying log position has as main objectives to :

  • Bring an additional technical and logistical support to the work done by the logisticians (LogCo and Field Logisticians).
  • Provide a regional operational flexibility of response (whether through operations manned through the cell or the emergency pool).
  • Provide an additional expertise on all safety related issues.
  • Ensure the back up of the multi skilled logistician.

This support is elaborated on the identification of a specific / temporary needs (Max 2 months) that have been formulated by the field and validated by the Multi-Skilled Polyvalent of the Cell.

III. MAIN ACTIVITIES

  1.  Logistical activities for security

The complexity of those context requires an important work in terms of risks identification in order to identify and reduce the main risks related to these contexts by offering emergency solutions to limit the consequences in case of major threat or accident.

The Flying Logistician can be requested to define security systems for the MSF teams and goods. They should guarantee the quality of the security system and the level of adhesion (respect, understanding) to the security procedures by the teams on the field.

In addition, the Flying Logistician should insure the following points :

  • The preparedness and information of the national and international teams concerning the field security;
  • The implementation of mechanisms aiming to facilitate the collection of data related to insecurity (incident report, monitoring, etc.).

The following files are fully delegated to the flying log :

  • Protection of MSF facilities, including Offices, GuestHouses - safe room - but also Health Facilities ;
  • Insurances

        2.   Logistics of program

The Flying Logisticians will be requested to support the medical strategies and activities that are specific to this context with an adapted logistics of program (technical support to health structures, food logistics, watsan, etc.).

They should insure the quality of the technical responses to the operations. In this kind of context, this quality will most likely dependant of the fastness for the implementation of the solutions and the level of the cultural acceptance for the local population.

The implementation of the logistics activities cannot be separated from a contingency strategy based on an anticipative exercise for emergency and the requested human/material resources (Eprep for displaced people, war wounded, etc.).

The flying log insures the back up of the logcell during his field visits/days off. In that sense, if not based in Jette, regular movements in the HQ has to be planned. (about 2 months/an).

        3.   Logistics of support

The Flying Logisticians bring as well solutions for the activities related to the logistics of support (except supply) that should be both flexible and adapted to the specificity/complexity of these contexts.

Beside the functional aspects, the implementation of the logistics activities of support relies in priority to safety constraints (transport, telecommunication, etc.) and good management process based on standard indicators.

         4.   Coaching and training of logisticians

Finally, the Flying Logistician should be able to insure a proper coaching or training of the team over the 3 logistics domains that have been above-mentioned (logistics for security, support, program).

The work developed by the Flying Logistician is based on a transfer of competency rather than a substitution for achieving the logistical tasks.

However, he/she will be requested to fulfil HR gaps in the field if needed.

          5.    Management of the logistical information

The flying log based inDubaiis the ambassador of the HQ logistic department in the field. (S)he implements validated reporting tools and facilitate the communication between the missions and the HQ

After debriefing with the related teams, each mission done by the Flying Logisticians will be considered as finalized when the mission report will be delivered to the Multi-skilled Logistician and to the rest of the Cell members.

IV. PROFILE

  • A minimum of one year Coordination experience with MSF as a Cotl  
  • Working experience in high insecure context
  • High availability
  • Ability to adapt quickly to new context/project/team
  • Autonomous
  • English compulsory, Arabic is highly appreciated, Pashtu and French is welcome.
  • Psychological and physical resistance.

 V. CONDITIONS

  • 1 year contract with similar conditions as for the Emergency Unit field contracts
  • 7 months in the field
