Médecins Sans Frontières is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters. To respond to our fields’ demand, we are now recruiting an Electrician.

 

 

 

1.   CONTEXTE

 

 

 

 

 

·         Updating electrical installations on the missions for MSF-OCB. 

 

 

 

 

 

2.   DESCRIPTION

 

2.1. Objectives

 

·         Ensuring the implementation of all technical means necessary to get the electrical installations in accordance with the general requirements for safety and liability.

 

·         Provide local technical personnel training techniques and methodology necessary to ensure proper operation and maintenance of these facilities

 

 

2.2. Responsabilities

 

 

·         The field missions will be under the responsibility and supervision of logistics and technical coordinator of the mission.

 

·         The activities required to achieve the objectives will be implemented in coordination with all ongoing activities on the projects visited.

 

·         The technical choices are made in accordance with the provisions defined by the technical support unit of MSF-OCB.

 

·         The field missions will be organized in close relationship with the technical support unit that will ensure the technical follow-up in collaboration with the technical coordinator and logistics of the mission.

 

 

2.3. Activities

 

 

·         Make the necessary expertise to complete the inventory of electrical tasks MSF-OCB (bases, hospitals and health centers, homes.)

 

·         Make recommendations and carry out urgent restoration work.

 

·         Establish project files for full and permanent facilities compliance (maps, lists of supplies.)

 

·         Identify local technical players, and organize their participation in the project - training of technical staff, relationships with local companies, contractors and suppliers (quotations, contracts.)

 

·         Ensure coordination and execution of work required, and the installation of necessary equipment, as defined for each project.

 

·         Improve conditions for use of equipment, empowering users.

 

·         Organize technical support facilities and electrical equipment (crew, maintenance and repair procedures, tools and accessories, workshop, storage technique.)

 

 

 

 

3.   REQUIRED SKILLS

 

3.1. General

 

·         Skills and experience in the general organization and conduct of projects.

 

·         Skills and experience in the design of power projects:

 

o        analysis and reporting of technical conditions of an existing electrical system.

 

o        Ability to propose, with the support of the technical unit, a complete description of rehabilitation work necessary to ensure the safety of persons, protection of equipment and continuity of service.  

 

o        Ability to produce comprehensive plans of implementation, as necessary for the definition and implementation of an electrical installation project.

 

·         Skills and experience in training technical staff.

 

 

3.2 Technical Skills

 

 

·         Skills and experience in electricity site supervision

 

o        Ability to establish and follow up the orders of equipment and facilities necessary for the proposed work.

 

o        Ability to plan and coordinate the work.

 

o        Ability to organize and lead a team.

 

o        Ability to provide any guidance to ensure a quality performance

 

·         Skills and experience techniques.

 

o        Knowledge of general techniques in other fields (mechanical, hydraulic, construction ...)

 

o        Knowledge of generators.

 

o        Knowledge of battery backup systems.

 

o        Knowledge of three phase distribution systems.

 

o        Knowledge of systems of protection against lightning.
