PURPOSE/MISSION AND NATURE

Principle Activities

The Logistics Department covers all non-medical technical support which facilitates the establishment and development of humanitarian and medical operations conducted by the Operations Center of Brussels (OCB) of Doctors Without Borders (MSF). The purpose of this information management project is to define and implement strategies and mechanisms aimed at the improvement of collection, conservation, extraction, treatment, analysis, and transmission of information related to the OCB Logistics Department, whether that information is general, operational or technical.

Two major reasons have led the Logistics Department to equip itself with an effective information system:

  • Gain transparency in logistical operations conducted in the field by OCB ;
  • Facilitate development of inter-sectional logistics training, particularly the training programs done together with OCA (Operational Centre of Amsterdam).


This work – anticipated for a limited period of 12 months – will be done under the direct supervision of the Logistics Department Director in close collaboration with persons responsible for information and documentation as well as with the OCB information technology (IT) unit.

1- Defining a logistics information management policy
After a period of consultation and critical analysis of current logistics information management, the person responsible for the project will propose and implement a policy which specifies the principles, roles and responsibilities, limits and procedures associated with Logistics Department information management.
This policy will be elaborated in conformity with existing OCB information management procedures (archives, classification, nomenclature, etc.)
   
2- Managing logistics reference documents
A multitude of logistics documents exist at this time – technical or operational, issued by MSF or other organizations – which will require significant triage work so that the Logistics Department will be able to rely on reference documents having the same validity.
This work must also result in the review of operational logistics libraries present wherever OCB operates.

3- Improving reporting of logistics operations
A greater need for transparency of field logistics activities is one of the main weak points recently identified by the Department.
In collaboration with the logistics coordinator of operations, the person responsible for the project will identify and implement new control levels as well as logistics operations reporting mechanisms which will provide the department greater transparency during end of year accounting activity and at the mid-year review. 

4- Consolidating the logistics publication system
There are currently several types of publications used by the Logistics Department which are operational or soon will be :

  • The system of off/on line logistics publications which must be implemented this year in July.
  • The site Tukul.2 (intranet)
  • Working Spaces on the Internet
  • The CD Log which captures departmental technical information ;
  • The Plog-in which is a journal distributed to the field three times a year.


Following triage of OCB Logistics Department reference documents (see objective 2 above), principally in collaboration with the logistics technical unit coordinator, the person responsible for this project will ensure the relevance, coherence, and availability of logistics information distributed through these channels. 

5- Organizing classification and conservation of logistics information
The lack of clear demarcation between work zones and those of information conservation under the department’s current information technology structure do not permit optimal archives management.
On the other hand, as OCB is currently carrying out significant triage of field information which must be conserved at headquarters, the Logistics Department must give clear indications on the type, format and rate of logistics information conversation at headquarters as in the field.
The person in charge of this project will endeavor to define in collaboration with the OCB Archives unit the automated and hard copy means of logistics information conservation. 

6- Following up for publication of logistics guides
Several publications are in the process of being edited and must be followed up on through to their validation and publication:

  • Manual on field logistics management which compiles together good management principles linked to operations logistics.
  • Guide on the logistics implications of nutritional programs.
  • Elaboration on and planning of health structures
  • Management of dangerous products in the field.

 
The person in charge of this project will supervise the editing of these publications currently being prepared while ensuring the coordination of future logistics guides.

CANDIDAT PROFILE

Training and experience

  • Successful professional experience managing information, publications or web sites.
  • Experience in MSF logistics is a plus.


Skills and abilities
 

  • Very good mastery of written and oral French and English. Ability to coordinate projects and respect deadlines.
  • Strong summarizing and editing skills.


PRACTICAL INFORMATION
 

  • 1 year contract
