Information / Training Officer (H/F)

This position responds to two important needs of the Operations department. The first one it to define, disseminate and implement the strategies and mechanism of collection, treatment, analysis and transmission of the operational information (data and report) within the OCB (Operational Centre of Brussels), the MSF movement and towards some key external actors. The second objective of the position is to define, plan and implement the training strategy of the Operations department, for both the Expatriate and National Staff population. This has to be done within the framework of the career development plan as defined by the MSF-OCB HR department.

 

Reporting line

Accountable to the Directors of Operations with a lead DO and technically to the Training unit coordinator.

Main Responsibilities:

As Information officer :

  • Compile the relevant medical/operational data information coming from the projects and provides regular report on the main operational indicators at OCB level coming from the field.
  • Update and disseminate the ops tools (Sitrep, Project Doc, Monitoring Tools) via the ad hoc trainings


As Training officer:

In agreement with the OPS department and in collaboration with the Training Unit:

  • set up a training needs assessment (propose strategies and training paths linked to operational needs, decide on an ongoing system of validation of training needs)
  • establish a training strategy and annual training plan for the Expatriate and National Staff population in his/her department
  • Act as a training focal point with the HR department

Specific Responsibilities

As Information officer:

  • Liaise with the HR and Fin dpt in order to link the medical data with the resources allocated to an existing project
  • Supervise the implementation of the monitoring reports new formats
  • Define and implement a filing system accessible to all relevant person for the monitoring report, sitrep, capitalization report and the compilation of data and linked them with the Tukul and other information diffusion system
  • Participate as representative of the Ops Dpt  to the definition and implementation of OCB development of integrated management tools (Discovery, Unifield)
  • Compile the information for the international typology exercise and analyses the main trends over the years of the international typology (the main source of the data should be the monitoring reports and compilations), the cell should not be asked anymore to compile the info, just to explain the doubtful variations
  • Provide on regular basis the OPS indicator as defined in the Common Operational Strategy Plan (COSP) of the OCB
  • Provide the mid year and end of the year Ops target indicators

As Training officer:

  • Revise or develop the objectives and content of all modules of Operations internal courses based on needs assessment; add new modules where necessary
  • In collaboration with the training unit, propose new trainings if the need is identified.
  • Organize trainings for Operations staff (inEuropeor in the field); prepare the tools for the facilitators and the documents to give to the participants.
  • Together with the Pool Manager / HRO, ensures selection of the right candidates at the right time for the right trainings
  • Facilitate training modules and coordinate courses him/herself
  • Rationalize the offer of external trainings proposed to the MSF Expatriate and National staff (validation, capitalization of these trainings; improvement of the selection procedure ; information about these external trainings); validate a training offer of external courses of interest for the FC, HOM and CO’s.
  • Facilitate the modules related to project planning in the different MSF courses and is the focal point in the OPS department for all questions on this topic.
  • Is responsible for the rolling out plan of the field induction kit (Sanou’s). Is consulted for any change related to the PPD.
  • Is in charge of assessing and answering the training needs around humanitarian assistance, advocacy and security.
  • Centralize the training requests coming from the missions and, together with the HRO’s, filters them to the training unit.
  • Is the technical referent of the training officers working in the projects and for all HR-CO’s.

Requirements

  • Substantial field experience with MSF at field level, ideally in a coordination position.
  • Attentive to detail, rigorous, structured - Capacity for technical administrative issues; writing skills
  • Professional experience in the field of training ; preferably pedagogical background 
  • Fluent both in French and in English
  • Strong communication skills, together with real capacities for analysis and synthesis
  • Organized; able to manage multiple priorities
  • Capacity to be innovative on the data collection system,

Conditions

  • Fixed term contract of one year
  • Full-time position, based in Brussels.
